First off, the Eagle badge is not a Merit Badge, it is a rank badge. From working with boys in my son's troop, the ones they complain about are Personal Fitness, Personal Management, Citizenship in the World and Communications. The hiking and camping are tough because they are spread out over an amount of time.

Easily, the Eagle badge is the toughest. You can only get it after you've advanced through the ranks, have held several leadership projects, earned all the required badges ahead of that (about 20-25 badges right now), and done a project plan, raised the funds for the project, completed the project, and had an Eagle board of review. Some of the scouts in the troop I helped lead had well over 100 hours and $1000-2000 involved in their Eagle project.

The merit badges on mine are about 2 or so inches from the top or the fold of the sash. I don't think there is a standard way to put them on.
