I'd look at them straight in the eyes while talking and then at the end of the conversation say something like "Oooh, you've got something on your shirt." Keep it light. Don't say booger.

Indicate with gesture that there is something on the persons shirt - no words.

I wouldn't. It's none of my business. If that person really didn't bother to check whether something were on their clothes then that's their problem. It's really not your job to point out things like that.
