On the Windows Desktop, there is no "tools" as such. If you looking for where you control the looks, colors, etc of the desktop, you probably want "Properties".
Rightclick on an empty spot on the desktop. From the menu that appears select "Properties" at the bottom. This will open the window with most of the controls for the desktop.
If you edit with exactly what you are wanting to do/change/adjust/etc. someone can probably talk you right to the specfic setting you need....

What kind of "Tools" menu do you want to access? There ISN'T only one "Tools" menu on the computer & many different "Tools" options exist for different programs & software. Please specify what kind of "Tools" menu you want to use, like the Control Panel, Folder Options, or even Desktop Properties will help the question.

i dont think,they have that option on any desktop pc.u can go to tool from ur internet explorer or all programs > accessories and stsrem tools

There is tool options in /on every folder. But they are not browser tools. they are Folder options. And network options.
