What is the best way to learn how to use commas and periods? I know the basics, like if you give me a sentence but i have really hard time applying that into paragraphs....

You could get the book "Eats, Shoots and Leaves" by Lynne Truss which goes into detail on that.

Where I'm from they're called full stops, but whatever. Go for Eats, Shoots and Leaves. Basically, though, a full stop marks the end of a sentence, while a comma marks a pause. Eg; Simple sentence: The sun shines.(full stop) Add phrases: When I'm in class, (comma) and can't go out, (comma) the sun shines.(full stop) Add 2 sentences: At holiday time, it always rains. U can tell I'm English, I'm talking about the weather. (paragraph) Hope this helps, but read that book!
