They're not as different as everybody thinks.

Rum is distilled from fermented sugar cane or molasses. White rum is simply rum that's been distilled very clean. most often charcoal filtered, and not aged (as the darker rums are). Even so, rum still retains a slight hint of its sugar cane origin.

Vodka, on the other hand can come from any source. The difference is that vodka is repeatedly distilled and filtered so any trace of the flavor from where it originally came from is removed. After that, it's cut with purified water to around 40-50% alcohol by volume.
It can come from sugar cane (as does rum)

or corn or rye or any other grain.

And those are just *some* of the examples.

It is not a white rum because it was not made of the same ingredients as rum, however, you CAN use vodka in some recipes that call for rum.

All distilled alcohol starts out with a mash that contains a carbohydrate that is broken down into alcohol and then distilled.

Rum is usually made from molasses. Vodka is known for being made from potatoes, but can be made of other stuff (like molasses). So rum and vodka can be made with the same base ingredients. However, they go through different processes that effect the final outcome.

They are very different.

In creating a liqour, you first need to create a mash.
this is when you boil a subtance containing a starch/sugar and water then placing yeast in the mash to ferment it. The yeast creates the alcohol by breaking down the starch/sugar. You Then distill the liquid inorder to seperate the alcohol from the rest of the substance.

Since aclohol has a lower boiling point then water you can boil/steam it off and them condense it back into a liquid (the basic function of a still)

Vodka is made by using Grain, much like whiskeys, not potatoes as believed by many

Rum is made by using sugar, sugarcane, or molasses

All distilled alcohol is clear at first. the color comes from aging it in wodden barrels. the alcohol seeps in and out of the wood creating flavor, richness, smoothness and the brownish color.
