No it is not. Despite what some less informed individuals think corn oil is not vegetable oil. .
Anything labeled " vegetable oil " is made primarily from soy beans.
The important distinction between vegetable oil and corn oil is that vegetable oil has a neutral flavor and corn oil does not.
If you do a blind taste test w/veg and corn oil you will discover that the corn oil has a very distinctive and sweet taste.
That taste will of course get transferred to the brownies and change their flavor.
The manufacture of the mix doesn't want that to happen so they suggested the neutral flavored oil.

Corn oil is made from corn. Sounds obvious but it has a more distinct flavor then vegetable oil which is made from very neutral tasting oils. Vegetable oils are also made from a blend of different vegetables versus corn oils are made from corn. Butter is not a substitute for oil. It doesn't have the same cooking properties and burns much quicker. For brownies you will be safe using either but vegetable oil will be less noticeable.

Corn oil will work fine.

Canola oil works too, and sunflower. I wouldn't use olive, peanut, or sesame, the flavor is overwhelming.

Corn is a vegetable so, obviously, Corn Oil is a Vegatable Oil.
