Professional Advice.
Traditionally both bestman and maid/matron of honor give toasts to the happy couple. But one doenst need to happen right after the other. genreally they do but there is no "rule" as to when it should be done. If you plan to give a toast let the bride/groom know so they can plan it into the reception.

Normally, the bride's parents give a toast if they've paid for the wedding because they are seen as the "hosts." Some people have the maid of honor and best man give toasts as well - it's really up to what you and the bride/groom want. If you don't feel comfortable speaking in public, you might want to explain that to your sister.

Traditionally it is the best man but at many weddings in the past two years that I have attended, the maid of honor, the grandfather and the father have all made toasts as well. You and the best man can make a toast together if you want to add your two cents to the happy day.

The best man typically, does, but in addition to this, often the maid of honor will, or the father of the bride. You shouldn't have more than 2 though. It get's kind of long and exasperating. Too much leads to emotions, and it can be like having an open mike at a funeral --if you know what I mean. Keep it brief, and make it meaningful. It doesn't have to be the speech of the year. But I do think coming from you it would be very nice.

Traditionally the Best Man gives a toast. It's less common for a Maid of Honor to give one, but it's sometimes done. If you're not sure what the plan is, ask your sister.

traditionally - the best man
however anyone who is asked could really give a speech - moh and father of bride are popular too.
our bestman was my husbands brother -he gave a speech. my moh was my bestfriend, but since my husband is in the military hes not around as much and she doesnt know him as well as id like - she didnt want to give a speech at all. so my other bridesmaid - my husbands cousin gave a speech too! and then we had a family friend say grace before dinner. our decisions were based on who knew US as a couple best, and who was comfortable giving a speech... if you want to ask her, if you dont and she asks you tell her you're not comfortable!
