You can't give blood for 1 year after getting a tattoo.
I'm assuming you're talking about a future child, considering your ager. And, although there are always exceptions where it's okay, a future tattoo too. It seems best for most (not all) people to wait until 18. If nothing else, barring strong personal drive, conviction, etc, there are issues of legal guardian/parental approval before adulthood.
Other issues are alleviated if you go to a clean shop with good practices; look for health certificates on the walls, disposable needles (seem more common than autoclaving), disposable ink caps & such. Ask questions of the shop - don't be timid.
Rarely there are allergies to the ink, but you're far more likely to pick art you're not happy with in the long term than this to be a concern.
Addendum: Substitute_for_real - an appropriate handle for what you just typed. Provide information. Give the name of the person who died, when & who did the tattoo - not just "I know someone" and "some artist". I'll bet you're lying. If by some ungodly chance not, I'll bet your friend of a friend of a friend died because she was foolish and went to some back alley scratcher. News flash: if you have your teeth worked on by the same person or surgery done, you'll also probably die.
I still highly doubt your story. Amazing how it's never someone you know directly, isn't it?
Also, explain what "ink poisoning" is. It's not blood poisoning, and the inks used are non-toxic. Care to try again, or do you want the crown Mel2DaIssa is offering in another question?

You can still give blood with tattoos. I give blood whenever possible and I have three tattoos. Don't worry. Tattoo ink doesn't hurt or harm your blood. A couple typical health risks are the possibility of infection so make sure you go to a reptuable tattooist who follows proper sterilization procedures. I am a tattooist. You can still give blood but usually you have to wait one year past the time you received your last tattoo. This gives more than enough time for any possible contagion to make itself known in your system. Of course if you go to the right tattooist this should never be an issue...but nothing is perfect in this world so it is a necessary precautionary measure not to accept blood from recently tattooed individuals. This protects everyone.

Depending on the state you live in depends on if you can get a tattoo or not like in NC you ar ento allowed to be tattooed if you are under 18 no circumstances at all and you can give blood if you have tattos and after the tattoo is fully heald up they will not allow you to give if the tattoo is freasher than a year

Well having a tattoo on your hipbone is ok if you don’t plan on having any children, and have finished growing. I would recommend not having one there coz it will stretch quite a bit.
About giving blood, you only have to abstain from giving blood for a year. The reason for this is, if you get an infection it should present it’s self within a year and if you are ok after the year its almost certain that you are infection free, therefore it is safe to continue giving blood.

If you go to a tattooist who is legit they have health and safety checks if you talk to your tattooist he will sit you down and tell you about how they have to keep things clean and what they do to safe guard against diseases and infections a good tattooist won t mind you asking. To answer your question about giving blood your friend is sort of right apart from you only can not give blood for six months in Britain So good luck with it all and don t worry to much. It used to be 12 months but now it is six again

As for health risks make sure that the tattoo parlour is spotless,they have all the necessary health certificates and that they use a new needle for every customer x

its to do with the risk of hepatitis.if you go to a reputable tattooist you will be fine as they have to adhere to health & safety regs.
i am heavily tattooed & never had any probs with giving blood

In the UK you cannot have a tattoo till your 18!
But anyway, all tattooists shops have to adhere to strict hygene laws, because of the risks of certain diseases like HIV and AIDS. When choosing a tattooist ask if s/he uses fresh packaged needles or if s/he cleans them in an autoclave machine.
Personally I prefer packaged needles.
Also s/he should wear disposable latex gloves whilst tattooing you.
Ask the tattooist about his hygene practices... if s/he's legit they won't mind you asking.
