To put it simple ; personal plates relates to the person, vanity plates relates to the person's vanity quims, ,for example a nickname"j.s.smith" would be a personal plate item whereas a "just fine" would identify the vanity plate

Personalized is the standard plate but you pick the letters.
Vanity is the paint job (or theme) of the plate.
