I was going to make the charms myself and put them on everyones wine glass so that every couple will have 2. We are also giving bottles of wine

Not to ignore the point of your question, but have you considered giving engraved wine glasses? I know the stoppers can be fairly expensive...I don't think the engraving is significantly more, and it might be a nice touch with the bottle of wine.

One wine charm seems a little strange. Usually they come in sets. Was the $3.25 for just one? If so, I would go with the stoppers.

Go with the stopper - I got one as a favor and use it all the time. I probably wouldn't use the charm.

I agree with Mia, what is a couple supposed to do with one wine charm and why would they want your initials when they're entertaining at home?
