It depends why is he leaving! but flowers isn't the best choice, I'd go for something more like a souvenir something to remember you or the place where he worked at.

Well I'm not sure it would be so much a congratulations as a good luck (unless they got a promotion) but I think flowers, as long as they are not given to men, is a great statement for almost any occasion!

Flowers are nice. It means people thought well of you and wish you good luck in the future. I got balloons with a card that just said "Good luck in the future, we'll miss you!" I thought it was sweet of the kitchen staff.

It would be a nice gesture. Flowers are great for lots of occasions to show appreciation.

yes just make sure they are the right sort of flowers. Ask the florist what would be appropriate in this situation
