Well. You need to clean the balcony. What is it? Carpeted, Wood, Etc. ? You can get a steam cleaner, or you can just use carpet cleaning solution. Make sure you watch him all of the time, or (Sounds mean, but its not) Keep him in a crate when you are not home. Okay I recently went through the same problem because of wee wee pads. You should probably monitor the water intake more and so the dog doesn't want to go on the balcony, there is a special spray that eliminates the odor that attracts your dog to go pee there. Just make sure you don't give your dog too much or too little water, take him walks regularly, and use the spray to make him not want to use the bathroom on your balcony.

when you had the wee wee pads on the balcony, you were teaching him that was the proper place to eliminate. just because the pads are gone doesnt mean thats changed for him, it looks and smells like the place he was sure was the right place. you need to start training him off the pads and where you really want him to go. try crate training for one. then praise proper elimination where you want it to happen.
To go with your additional details:
Take a wee wee pad when you go for a walk, put it on the ground when and where you want him to go. You will have to continue this, then slowly remove the pad from the equation. You taught him to use the pad and the area where the pad was, now you have to do that again, just change the location.

Sounds like a case of I'm confused so let me confuse the dog. If he was going on the pads and that was working why did you change it?? Put the pads back on the balcony. Live w/ your decision, he was doing what you wanted.The reason for the pee pads is so the pee is not absorbed on the flooring and it won't smell, you throw them away. P. S. Scrub the places where the pee [on the balcony] is after he's going on the pads again, and the smell will go away.

Well I'm sure you're aware that the reason he is so set on going to the bathroom on the balcony is because that's where you made it a habit for him to go take care of his business...what I would do is maybe get some more potty pads and place them wherever you are now trying to make him go. I have heard also that potty pads are not good, and that is what I trained my dog to go on and how I did it was once I got it through his head to go on those, I would place one outside and would take him to it every time I took him outside...and it eventually worked. Is your dog under a year old? If so, it may not be too late to try and crate train. But besides that, maybe try to use my advice and put a potty pad outside and take him to it numerous times a day. Take him potty on a leash and do not let him go on the balcony. He has been trained to go there so it will take you to untrain him by using a postive reward system when he goes where you want him to. He shouldn't have to be walked every 2 hours for him to go either. He needs to learn to hold it. Keep a potty log and write down when he eats and does the majority of drinking and how long until he NEEDS to go and take him out a few minutes before hand-on a leash and keep him in his proper potty area. Praise him and give him a treat when he goes in the proper place. After a few days allow him to go on the balcony with you and praise him when he can be on it without going potty (take him potty bfore so he is empty) and gradually increase the amount of time he can spend on it. Make sure you have washed the balcony with an enzyme killer so he doesn't smell his old potty spots.

It sounds like everyone is giving good advice on the wee-wee pads. I have never used them. You should crate train the dog, especially if he is going to left alone in the house. Crate training has always helped me with house training. If he has been in the crate for a while he going to have to go potty. And he most likely won't go in the crate. Then you take him out of the crate and take him right to the spot where you want him to go. When he goes then praise him and tell him how good he is. It makes it easier for him to understand what you want from him.

I used the wee wee pads too. The purpose is to slowly move them to the door and then outside. So move them a couple steps closer to the door you want him to go out. Then even closer the next day. Eventually it will be right up against the door and you move it outside in the grass. You should take them to the same spot each time and they will learn quickly. My puppy still knows there is a part of the yard he uses to relieve himself and a part he plays in.

You already trained him one way, and now you want him to change. That's confusing to him. Either keep the wee wee pads, or I have another idea. The pet store sells litter boxes for dogs. The litter is made of newspapers, and it comes with a DVD to help you train the dog to use it.

I have 2 suggestions- (1) Since the pads trained him to go on the balcony then use the pads to train him to go outside or wherever u want him to go. Try taking the pads outside to a specific spot outside and praising him when he goes outside on the spot. If that's not possible, (2) Try tying a bell to the door where he will exit to go to pee/poop hanging it low enough for him to reach. Whenever you take him out ring the bell. After a while make him ring the bell when u take him out by holding his legs up and touching them to the bell. Take him to the spot u want him to go and reward him when he goes there. Soon he will associate the bell with going out, peeing/pooping then getting a treat. He will start to ring the bell to let u know he needs to go out. It worked for my dog.
