You have a lot of questions to ask yourself first. Are you interested in Electric Guitar or Acoustic? What style of music are you interested in? If you are interested in the acoustic Guitar, would you prefer low tension nylon strings or the much higher tension Steel strings. Are you interested in the smaller guitar to fit your hands, or a larger guitar? You also want to decide what price range you are looking in. Are you shopping for a 100 - 200 dollar beginner pack, or do you want to spend a thousand and get a Taylor or a Martin right off the bat?
Yamaha, Takamine, Ibanez, and Epiphone all put out fairly decent starter kits, both in electric and acoustic models. If you get an electric guitar, make sure you get an amplifier with it. A small amplifier with a headphone jack (so you can practice late at night or when there are other things going on) should cost less than fifty dollars. You will also need a tuner. I'll post a link below that leads to an online tuner you can use until you get the real thing. There are bunches of these on line if you don't like this one. There are also freeware and shareware tuners you can download if you just want to tune from your computer. You need a soundcard and a microphone for that of course.
When you look at the guitar, the strings should be more or less at the same distance all the way down the neck. The strings should be close to the fingerboard, but not so close that they buzz when you press them down. the guitar should be comfortable in your hands and comfortable to play. Take someone along who knows these things already. I wouldn't necessarily let them pick the guitar out for you, but get their okay before you take the one you like home. Talk to them in advance about what you want and what your goals are, so they can support you in your final decision.

Aside from the qualified replies given above, I strongly recommend that you purchase an acoustic guitar as your first instrument. It may be more difficult to play than an electric guitar affords, but you need to first build strength in your wrists and fingers, motivation, and the strong will to play the thing.
There are many fine acoustic guitars ranging in the $250 to $300 range. As suggested by another answerer, take a guitar-playing friend with you. Any guitar that attracts your attention should be played before you to see how you like the sound, volume, and resonance. Then take the guitar and see how comfortable it feels for you.
Buy a beginner's guitar chord book having basic music theory and instructions in how to tune and play the guitar.

i suggest a squier (made by fender) get the stratocaster model, comes in a kit, with amp, tuner, strap, strings, and soft case and picks, a book on tableture for about $125 at guitar center or mars, very versatile. pay a few dollars for intonation, and fret leveling, and have them check the neck, another 100, and buy an RP 50 effects processor, had 30 drum beats, variable speed, 40 factory presets, and 40 user adjustable presets, plus noise gate and other goodies, and a variable effects pedal that you can assign a value to like, wah, or volume. about $75, and an extra cable, (really you should just buy 2 monster cables, the one that comes with the "strat pack" kit is crappy. so for about $300 you can play ANYTHING you want, and the RP 50 comes with an easy to use book explaining the various effects.
