Yes. He will require a US Transit visa. Even if he has a stopover of a few hours in US soil within immigration gates in the airport, he still has to have a valid US Transit visa. The process could take days or weeks depending on the US Consulate and person.

I just returned from a month in europe, visiting 10 countries. Point of entry was Paris, point of departure to return to the USA was Amsterdam. The only thing I had to show was an american passport at point of entry and departure. I would think that if you have a valid Indian passport it would be good enough.

Of course he will require a US transit visa.
Make sure he arranges all his documents nicely when going to US mission; RETURN air tickets, confirmed travel itinerary and bank account statements showing sufficient funds. Any doubt and his holidays could get ruined. The US consul officers are all SCREW DHEELA
