I imagine the state government would inform the federal government of their intentions of leaving the union. But hopefully we will all remember 1860-1865 and not make that mistake again.

I believe you are talking seceeding (not succeeding). The whole state must decide to go and do it, then they become independent from the U.S., and if they can, join with another country and become that territory. There are also a lot of legalites involved.
