PARS= Preliminary Arraignment System

PARS is in reference to when you go to get issued a citation with regards to non-traffic summary offenses.

In other words, at the time of the ticket being given, the exact citation was not given so now the person goes to PARS and get thatt exact citation.

If you were to enlighten me with a bit more information...I'm sure we can provide you with more help. What state, what kind of document, or at least a little bit more information concerning the events that led up to the document or charge.

Feel free to email me directly if you wish!
