In a police state the government treats the traditional rights of the people as obstacles to the objectives of the government, forgetting that the government gets its power from the people, not vice versa. Police states happen when people want the government to do lots of "important things" for them so they give lots of power to the politicians, who then misuse the power to stay in office and get more power.
President Ford said it well: A government big enough to give you everything you want is a government big enough to take from you everything you have.

One which is controlled by an extreme government ruling with an iron fist through the military and the police.
Generally communist (left wing), USSR as was, China, etc
or
fascist (right wing), any one of a number of South American countries.
It means there are no human rights and no justice - you could be locked up for anything.
