We have tried taking away his water 2 hours before bedtime and making his crate smaller. We've tried taking him out right before we go to bed ( midnight or later) and he still pees by the time we get up (8:15am) What can we do? Is this normal? He is house trained but for some reason loves to pee in his crate. He was good for about a month or so but now it's every night.

Is it every night? You might want to get him to the vet for a urine test,if he has an infection that could be one cause.
Have you cleaned with a good enzymatic/biological cleaner to get all the smell out? Once a dog has soiled it's crate, it is very hard to get them to not do it. A dog has a very basic instinct to not soil it's den. Once that has happened, that instinct they have to be clean is damaged.
His last water should be 2 hours before he goes into his crate. And he should have gone outside 2x between water and crate (just to make sure he's on empty). As hard as it may be, either set your alarm for 4 hours into the night or move the crate into your bedroom so you can here him when he wakes up.
And some dogs just take longer to house train at night....
i even know a few who wee the bed while sleeping and they are over 2.

He is probably so used to doing it there he just keeps marking it. I think you will either have to scrub the crate out with a very strong disinfectant to completely eliminate his scent and give him new bedding, or, if you can, buy him a new crate.

It might be worth taking a trip to the Vet just to check he hasn't got a Urinary Tract Infection. A course of antibiotics will clear it up very quickly.

Other than that, you may try cleaning the crate to remove the smell best you can. When I house train I watch the dog. When it start looking for a spot, I ask; "You need to go outside"? Then set them in the back yard. In time the dog will just go to the door when it ready and usually knock to come back in, but, after 10-15 minutes I check, sometimes the dog will sit at the back door looking around and not in a hurry to come back in.

Okay... Little dogs can't usually hold it as long as big dogs... Maybe you need to make sure to let him out literally right before bed, and try waking up in the middle of the night to let him out again. I know, a pain, but little dogs really can't be expected to hold it for 8 hours straight.
