New rules went into effect in October: All stateside personnel need to be on duty station for at least 4 years before they are eligible for orders. That includes officers.
Once you get close to your four years, then you can start looking. Check with your orderly room about the overseas equal listing and the special duty listing, and they can help you out. Also, check the AFPC website... they have all of the equals listing dates for the next year or so.
You can also apply for a BOP - base of preference. That is an option for first termers. But, you'll be stuck at that base for next to forever then!
One of the best ways to get orders it to volunteer to do a remote. They always take volunteers first!
As for special circumstances, really the only one is if one of your parents is in extreme ill health and you need to be close to home. And it all has to go through the channels and be verified before it will be approved. I've known 2 families that by the time the PCS was approved, the family member had passed away.
Just remember, that it all comes down to what the Air Force needs and has funding for. I've known people that routinely get orders every 4 years. Then there are others who get stuck for 10 years, even though they put in a dream sheet every quarter!

You cannot really ask for a base transfer, atleast not the way I believe your thinking of.
You can fill out your dream sheet and volunteer for an overseas assignment.
( volunteering for extended long tours push's your name up the list , vs volunteering for short or regular tours)
The other way, is to request a specific duty station as part of your reenlistment.
The Air Force hardly ever transfers people from state side base to state side base.
What would be the point ?
Thats usually done for those promoted to Sr enlisted ranks, who no longer have a duty slot at thier present base.
You can also do a base swap with another Airmen, who has the same afsc and rank at another base.
It has to be approved by both commanders and you must use leave time to move, and the cost of the move is yours to bear.
I was the first "first term" airmen EVER to get orders at my first base in my afsc.
And that was only because they opened up my afsc to a new foreign duty station and I volunteered for it.
But generally in the AF, you rotate between overseas assignments and state side assignments.

In the US: Yes, technically you can be PCS'd after two years. But since the cutbacks in the budget due to the war, there are very few PCS's happening. All you can do is update your dream sheet and check for openings at other bases. Then you wait..and wait...wait....some people are at the same base thier entire careers! You can get a hardship transfer if you have a loved one in your immediate family that needs special care. Your immediate family is parents, children, and spouse.

it isn't so much transferring bases as transferring billets or duty stations. your orders will have the term lentgh on them.. typically the rotation is anywhere from 3-5 years at one command before you are up for orders elsewhere. you must typically be on station at least 2 years before you can request to rotate out early, and the CO must approve the request.
duty swaps are possible, but you have to do ALL the leg work in finding someone the exact same paygrade and job to switch with you, Both COs have to approve the request and it will be at no cost to the military..meaning the PCS move is on your dime and you must burn leave to do it.
another way is compassionate reassignement, when a family member becomes ill and adequate care is not available at the current duty station.

I believe in the Air Force it is 2 years on post, meaning that once you have 2 years at one station, then you are elegable for a transfer. Just be careful what you wish for. My wife finaly got hers and we go away from Langely......she went o Korea and my son and I went to Kansas.
