A person with a "chip on their shoulder" is a person whom we've perceived with a chip there. Our perception is generally wrong in this regard because it is our perceptions which are clouded with delusions, generally ascociated with "Self".
If we are to make an "enemy" a friend, we must begin by thinking of them as such and stop thinking of them as "enemy". Patting them on the back without thinking them friend first is tantamount to deception and is selfish rather than compassionate.
To begin, acknowledge the "chip" as falsely perceived. Then friendship will blossom, because then there is no chip to dislodge, only our friendship to develop.
The best way to knock the chip off your neighbour's shoulder is to realise it is not there. Then when your neighbour needs your pat on the back it can be provided with Love.

First why are they your enemy in the first place? The best way to make up is be the bigger one and make the first move and approach them to discuss whatever made them an enemy.

I can't say that I desire to make an enemy a friend. Fortunately, I can't think of any enemies in my life.

silly acquaintances :] nicely, while you're speaking approximately stupid-silly, then yeah. If it is silly like making undesirable possibilities and stuff...then in all likelihood nonetheless yeah smart enemies are greater stable to conquer :[

Enmity: I will forsake you, the city & your fathers: Law
Christ is our "peace" who abolished the enmity(law).
Christ is the end of the law, the Saviour of the world.
To wit, that God was in "Christ" reconciling the world.
To wit, that God is light(only) did NOT law impute sin;
For law imputed sin to anyone brings death to everyone.
Eg: "Cursed EVERYONE that hangeth on a tree": Gal 3.
No law law = No sin and death sting = No dead end.

You make your enemies your friends by no longer seeing them with aversion to them, and understanding that their behaviors are due to causes and conditions, are impermanent and changing. Having compassion for them and altruism, is how you make an enemy a friend.
