I always thought it meant 'fun, carefree, happy", but there is an announcer on TV that uses it to mean outstanding, unusually great...as in, he is a rollicking homerun hitter.

The meaning hasn't changed. His usage is wrong. The word is becoming somewhat obsolete.

Rollicking also means boisterous - So the announcer says he is a rollicking home run hitter .

Boisterous definition - Rough and stormy; violent.
Loud, noisy, and lacking in restraint or discipline

So no new definition .

As far as I know it still means the same as frolicking. I haven't heard of any meaning change
