It depends how far back in the past you mean...there have been blades, and scissors, since mankind first learned to smelt metals.
Before then, sharpened flints or obsidian were used...a properly-knapped flint has an edge as sharp as a surgical scalpel.

Well, if you go back before metal that can hold a blade, you basically have two choices: Pluck extensively, or rock the Chin Slinky. But that's going back a long way.

I thought that when there were not even blades, prehistoric people tended to not cut their hair.
