i'm 21, he's 16.

he doesn't really bother about school and mingling with some bad company.

he's in constant fighting with my mum.

he's just ok at home, but we hardly know his real life actually, the friends come to house sometimes.

i just want to be close to him without making him feel annoyed.
specifically, i would like him to be more responsible about school.

if his behaviour improves, i'm happier. i'm the eldest sister.

He is at a rebellious age. Just invite him to go eat pizza one day. Casually ask him about what he plans to do with his life. Indicate that it takes a decent education to do anything in life. Tell him that it may seem worthless to him now, but in the future he will be glad that he learned. Explain to him that you think that he has a lot of potential, but you worry about what will happen to him because of the company that he keeps. If he gets argumentative at any point, drop it, but tell him that he can come to you anytime to talk. Then later plan another outing with him. After awhile he will begin to open up to you, once you get his trust. You need to move slow in order to get his trust, so don't push any issue until you feel that he is ready to trust you.

Buy him food, take him to arcades, show that he means a monetary value to you. Buy him things that he knows cost money, video games, movies, anime, whatnot. Make him think you're the coolest person in the universe, let him come with you to rated R movies, make him feel as though you trust him and thinks he's responsible, find him a girlfriend.
