I'll have to also say the Muppets.
The T-Bag series were great, too, does anyone remember those? It was a British show, where there was a horrible woman named T-Bag, and she would scatter things everywhere for the main character to find (I think it was a different character every series, I have vague memories of Susan or Sally). She had to find numbers, possibly letters (I can't really remember).
Australia and New Zealand had some great kids shows, like Mirror Mirror, Spellbinder, and Ocean Girl.
Press Gang was a favourite then, and remains so to this day, even though it is technically a kids show, it's so much more than that.

For me, there were two live-action childrens' shows that I liked.
In no real order, there was "The New Zoo Revue" and "The Magic Garden".
Both ran on the channel formerly known as WPIX-11.

I go back a very long time to the days of black and white TV. My favorite show was "Howdy Doody". I watched it every day.
