Not all dogs go into heat every six months. To say that they do is very deceiving. All of the websites that I have looked at say that too. Dogs can go over a year with out having a heat cycle. My rat terrier didn't go into heat for the first time until she was 11 months old. I think that it just depends on the dog. The first sign to look for is swelling of the vulva, or if you have a male dog, he will constantly sniff her to see if she is "ready." Larger breeds normally take longer to go into heat. As I said before though, it really just depends on the dog.

They go into heat anytime from 6 months to a year. My 1 poodle went in at almost exactly 6 months but my other one didn't until she was 1 yr old. But, I have to agree with the others, if she isn't a purebred & you're not planning on breeding, get her in before she goes into heat & get her spayed. There are too many mixed breed dogs or accidental breedings being put down because no one wants them. So it's best to spay her before she adds to the unloved homeless population.

Perfectly normal. Average is 6-9 months. Labs often go into first heat over a year old. :)

My Basset Hound was 8 months old when she went into heat, your pup just hasn't reached sexual maturity yet. She is not, however, to young to spay. Unless you intend to breed her, you should give this serious consideration.
