First, people will not burn forever and ever. People will be burned up and they will be gone forever. Like they never existed. The burn for eternity in hell doctrine in the context of all scripture is not truly Biblical. The Bible says even hell is thrown in the lake of fire. It is simply the wicked being consumed by God's glory. Plus how can one be dead, and still be alive in hell? Wouldn't that mean on some level you are not dead? The Bible says the dead know nothing.
So we are still at the question of why would God let people live if he knew they would end up like they never existed. Because He loves us and gives us the chance to accept Him, it is a lot easier to understand that when you realize that God does not plan on roasting people for an eternity when they only screwed around on earth for 70 or so years. That would not seem very fair or just would it?

Sin is not the social bads that we do. No body on earth actually wants to do anything which is against the social norms. It is only because of compulsions that he is driven to commit bad deeds as against the prevailing social order.
Any thing that we do by our intellect is sin in the spiritual jargon. We have to be constantly in the thoughts of the divine, yet perform our worldly duties without any attachments, to ensure that we are not sinning.
We are as much, or may be even more sinners, than what we think the terrorists/wrong doers are.
Its a different thing that they get punished physically by our established rule of the law, but the divine law doesn't see things like that.

That is a really big question and it deserves more than a simple answer. I think we should all be asking questions like this one. How important it is to understand if God exists, and if so, what His character is.
I've listed some resources that help explain this from a Christian Bible's perspective. The first two references are the ones that deal most directly with this question. But I strongly suggest reading all 5.

When you die You'll find yourself in whatever afterlife you thought you'd be in; heaven, hell, cloud 9, whatever. After some time you'll realize that it is very static and start to doubt that it's real. At that point the illusion will fade and you meet with a more enlightened version of your self (Oversoul?) Who goes over your life with you. Together you discuss what you did right and what you did wrong (in working towards becoming more enlightened ) You'll discuss if you need another life or three and if so how you wish to proceed on your path, who or what you need to be to learn the lessons you still need to learn. Together you pick your next body and where it will come into being. If you choose you can take some R&R first in the higher plains of existence though.

simply because sin is not going to make you go to hell. It does, in fact, do the exact opposite, gives you an opportunity to make mistakes, and learn from them, in order to improve the 'state of goodness' in yourself. If you fail on something and then realize what it meant, you will understand better why you should do things the 'right' way. Sin is nothing but a school. And we are here exactly for that purpose: to sin and to learn from it.

Interesting question - why not set humans up for success, rather than playing a sick game where most end up spending eternity suffering for making a bad decision in their few years on the earth.

Man wrote the rules for entrance to Heaven and Hell. I know of no text written by the hand of God. I know a few written by men that thought they knew what God thought, wanted, etc.

We would never have been able to progress and become more God like ourselves. We would have never known right from wrong, pain from pleasure, or even how it feels to touch someone you love. Another words we were as far as he was concerned living in a hell not knowing these things he himself knew and could do.

God knows but we dont, we have a choice, we have a choice to what we will do & if we would do sins & repent or just carry on doing sins, its about having faith, God knows everything, all knowing all wise but we Humans are NOT, we dont know what we are going to do , all we can do is to be good & not commit sins, God knows if some of us will repent, if some will do sins for life & if some will do sins but repent & be good.
