Florida for sure if you get out in the sun. I lived in Florida since 1942 and lived outdoors. We started water skiing in 1950 and were at the lake every Sunday and Wednesday afternoon skiing. We did not miss a Sunday or Wednesday for as long as I can remember.
My sister became pretty good at skiing and joined the Cypress Gardens tournement skiers. Back then, 1957, the girls had to sit in the gardens between ski shows, in gowns like Southern Bells. She started to get treated for skin cancer after she retired, got married and moved to Kansas City. She remained an outdoors person. Her skin cancer finally got into her blood and developed in her lungs and brain.
I have been treated for skin cancer since 1980. I have had it on my back, shoulders, arms, nose, neck, any part of my body that was exposed to sun light. Thank goodness I'm not a nudist. Although, I have kidded my wife about becoming one. While undergoing radiation therapy for prostate cancer I have lost all my modesty.
My wife, who was born and raised in Indiana and was never the outdoors type, has only had 1 or 2 skin cancers removed from her back and shoulders. She didn't move to Florida until 1970 so she didn't have the exposure that I had.
State you live in may not determine if you get cancer. It could be your exposure to the sun.

Probably those States where people are exposed to the sun the most. The more common types of skin cancer are benign and usually resulting from a long term exposure to the sun.
The more deadly forms of skin cancer occur when someone under 18 gets a serious sunburn, and the cancer manifests itself 20 to 40 years later.
