It could very well mean she likes you!
Watch her body language...
If she likes you, she will:
flirt with you
smile at you
look for you when she enters the room
faces you when she is sitting down or standing up
will strike up a conversation with you out of the blue and not even talk about anything
she will laugh at anything you say just beacuse she is so happy being around you
she will playfully slap you or punch you on the arm
she will look at you and when you notice she will probably look away quickly and then look back at you
Ask her out...you have to believe in yourself. If you don't then you will never gather up the courage to go and ask her. Once you gather up the courage, go up to her and say, "hi," introduce yourself if she doesn't know who you are. Just talk to her. If she doesn't know you then don't be surprised if she says, "no" if you just ask her out. Start a conversation, become friends, and then ask her. And trust me, once you are friends it gets a whole heck of a lot easier to ask her out. Why? Because you feel comfortable around her and you can kinda guess what she will say because you know her.

It could be because she likes you, if she does it repeatedly, but if always for you is only once or twice, than, no. I've stared at a guy I've got absolutely no feelings for because I was staring into space looking past him to something, or I might not even know what's going on because I was out of it that day. The only way to get a sure answer is to ask her yourself. =]

You seem to be something of an attraction to her. Here's an idea to get to know her better: ask one of her friends what her favorite color is and then get her a bunch of flowers in that color. For some reason, even though the generations of humanity have passed by so numerously, that one art of giving flowers has never lost it's touch. In the bunch of flowers, you might include your phone number. And then you wait.

Yea it does whenever i like a guy but don't want to make a move i always look and i guess u could say stare but not in that creepy type of way

If it happens everytime, it could be that she is interested.
If she has a blank look on her face and is staring, it means she is thinking something and not looking at you.
The second one has happened to me once when I was lost in thoughts, I happened to look at guy. He thought I am looking at him and responded with a eyebrow flash.

She's probably digging you, thinking that you must be noticing that she digs you, and wondering why you don't do anything about it. Next time go talk to her and try to hook up with her (if she's hot).
