There is no need. In a bathroom in your home you use the area around your toilet for other things--storing toiletries, i.e. toothbrush or razor--and you wouldn't want any of that to fall into the toilet bowl. In a public restroom the only thing in the stall is the toilet so there is no need to cover up the bowl to prevent things from falling in.

Lids are good for keeping the flushing noise down and considering others, who might not appreciate the noise.

Cheap landlords don't supply them, and dishonest tenants steal them to bridge the gap. Or tenants steal them and landlords get fed up having to replace them. Or they fall off and are no longer supplied to fit, so they are neglected.

Either way, life is full of abnormal people who don't care to know about such problems, or are embarrassed to think about it, and only ever pee at home. If they objected to this, public toilets would have lids. Bottom line - people who own their toilets don't want to know that other people need such an object :)

Why is there a lid on domestic toilets? I suppose to sit on when you aren't actively using the toilet. I would say they don't want people to occupy a toilet for sitting when other people need to use it.

Why would they need them? For that matter, even at home they're only good as a place to sit when you cut your nails or to keep the dog out.

Well, I wouldnt want to touch it. And its not like home when your using the sink right next to it and dont want to look at it.
