It depends on the bank - and your situation.

As long as whatever it was that caused the freeze has been taken care of - it can be done instantly (if you handle it in-branch), or at the start of the next business day at latest.

If your bank is open on the weekend, all transactions go through first thing Monday morning...

Two weeks tops if it's international, and freeze is the term banks use when they are transferring funds internationally.
(It's the banks way of telling you the transfer won't go through until they've checked all the information. They have to check the bank it's coming from, their routing information, and a printout, which is verified by the country's bank. They then have to assure their country's bank information is correct, and the funds are going into the proper account for you. It does take about a week, if they don't know you. If you NEED the money faster, go in person, and tell the bank. They can get it to you within 48 hours.)

If the term "freeze" is for any other reason, such as a legal investigation, there is no time limit.
