Forget the environment. You can only blame your mother and father until you are an adult. How you were raised, poor or wealthy, is meaningless beyond the age of 21 or so.

When a person reaches adulthood, it is up to that person to make the right decisions. If they chose to be thugs, then that's what they will be and will have a close relationship with law enforcement.

Too many people have crawled out of poverty, abuse, neglect - and raised themself above it by becoming the best they can be.

If a person has a criminal record, it is due to their own actions; not the parents, not the schools, not the neighborhood drug dealer - it is that persons fault and his alone.

I see what you mean by environment. Sometimes, you really can't escape from the ghettos and the gangs. And it's just the culture to blame police. However, when they need help, who are they going to call? Sure as hell not the Ghostbusters...

It's not always the environment they grew up in. Can be many things that can contribute to ones criminal record.

Because they think they were perfect and must make excuses for their wrong. In other words, they are irresponsible adults.
To maintain objectivity, sometimes the environment at their home was not in their control, but that is not an excuse for the wrong.

Because it's easier for them to blame the police than to admit to the mistake and they're also upset they got caught!!!

They only blame the Police when they get caught, and then the attorney tries to use some sad story for sympathy.

because they never had to take responsibility for their actions.......it is always somebody else's fault.

-it is the cop's fault for arresting them.
-it is the DA/CA's fault the charges were arraigned/indicted
-it is the judge's fault they were convicted (this one is my favorite because in my area, 95% plead guilty instead of going to trial)
-it is the jail's/probation office's/court collections' fault for enforcing the sentence/court order

apparently they like it all so much, they keep comming back and doing it again for another criminal charge!

Because they are immature. Grown people with a small brain!

Because people are self-centered, egostatisical bastards that consider their self perfect. Why admit your faults if your perfect?
