If you were a U.S citizen before the child was born, then the child is a US citizen. If the child was born overseas and you were a US citizen at the time, all you would have to do is take a copy of the birth certificate with your name on it to the US embassy of the country the child was born in and register the birth as that of a US citizen overseas and get a US passport. This process takes 5-10 business days.
If you were a permanent resident when the child was born, you became a US citizen and the child was never a permanent resident and under the age of 21, it can take from 6 to 18 months depending on the state you live in. If the child is over 21 and unmarried it can take 1-5 years depending on the country of origin for your child

What are you filing for? A passport? Visa petition?

Please clarify.

First answerer is correct about child being citizen if you were a citizen before child was born.

If you are filing alien relative petition, it will probably take 7-11 months depending upon where you live.

This is the correct way to file for birth abroad
1) Both parents and child have to appear before the consulate in the US Embassy
2)You will need a NSO birth Certificate for the child
3)You'll need a Affidavit of parentage and physical presence
4) form DS-2029
5) form DS-11
6) $147.00 USD
Then after you apply it will take about 6 weeks to get the child's passport and birth abroad birth certificate.
