It depends on how long they have had the tatoo.

From the Red Cross website:
Tattoo
Wait 12 months after a tattoo if the tattoo was applied in a state that does not regulate tattoo facilities. This requirement is related to concerns about hepatitis. Learn more about hepatitis and blood donation.

Acceptable if the tattoo was applied by a state-regulated entity using sterile needles and ink that is not reused. Only a few states currently regulate tattoo facilities, so most donors with tattoos must wait 12 months after tattoo application before donating blood. You should discuss your particular situation with the health historian at the time of donation.

My daughter wasn't allowed to donate blood when her tatoo was new. I guess they worry that you may have picked up something during the process that might not show up right away. I suppose it is different everywhere. But they had specifically asked how long she had it.

Yeah but when I went to donate blood, they asked if I had gotten a tattoo in the last year and if I have, I couldn't donate blood.

Yes! The red cross asks that you wait 12 months after getting the tattoo before giving blood.

At one time those with tattoos had to attend a definite volume of time in the previous giving blood. Now places like the purple bypass will take blood from people who've had a tattoo at a tattoo parlor approved via the state you reside in.

I believe so. Although they will probably ask you if you have any tattoos and how long ago you got them. As the ink is in your body and all. I've never been able to donate blood as I had mono once and was told it lays dormant in my system. I wouldn't want to get a sick person sicker. I just can't bring myself to do it, just in case.
