Naturally this cannot be answered. I would suggest that the USA posses by far the most sophisticated NETWORK of intelligence. Just what we admit to having as resources greatly out strips anybody Else's. However, we have had trouble getting the full data we gather shared with all those that need it or might be able to make better sense of it.

Israel probably has the best humint operation (human intelligence). Their intelligence scope is truly unknown, so it is probably quite good.

The UK is probably unmatched in dealing with terrorist groups, long long history of dealing with the Irish Republican Army and other situations.

France is great at international industrial spying. Typical! grrr

Commie China is very good at many areas of intelligence. We can't know how good they really are because they are extremely duplicitous in their foreign affairs actions.

That would be the NSA (National Security Agency). Their entire workforce runs under an extremely secret operating procedure (Many levels above top secret). Made famous by being labeled "7 times bigger than the CIA" they deal with all aspects of advanced intelligence from mathematical code breaking, having the largest most accurate identity data base (Knowing who everyone is and what their lifestyle is comprised of) Space Video surveillance and spying technology. Audio and video surveillance in many major locations. They also have the most advanced internet control panel and what are no known as "Super computers" which work at phenominal speeds.

I would have to say, out of the ones we actually know about, the CIA here in the states, or maybe British SAS. They're both covert intelligence agencies, and Im sure theres some secret groups underneath them... but those are the two I can think of.

Probably the NSA. They have their hands in the most information, and then some, depending on how much you believe about Carnivore and other little pet projects of theirs.

Not to mention square miles of data centers to store all of this information...

i would say ISRAELI intelligence agency MOSSAD, i think. they are surrounded by enemies at all sides, CIA has high regards for MOSSAD. i would applause an intelligence agency that succeeds in planting an agent as political leader of an enemy country, remember Syria a few years ago, a mossad agent almost had its top spot.

The Mossad of Israel. They are not as limited as our intelligence agencies are. Also, I think we have too many intelligence groups which causes redundancy and internal rationalization.
