While praising a dog, pet it. Physical contact is part of the reward for the dog.
While you wait for him to finish, it doesn't matter. The dog is distracted by bathrooming and not paying attention to your hands.
UNLESS! The dog is biting at your hands and trying to get your attention, (and not going potty) then cross them or put them in your pockets. This communicates that you aren't here to play, and the pup will "get busy".
Random addition to your question:
You can get your dog to go on command by giving one while you wait. Pick a command and say it over and over while the pup is sniffing around. When it goes, say "Good (use the pup's name). Good (whatever command you picked). Praise, praise, praise.
Sorry, I just love that my dog goes on command. No more guessing when she has to go, and no more waiting forever for her to finish.

After the puppy fininshes, you can pet her. Other wise you can keep your hands in your pockets.
If you really want to be clever, you can teach your dog that clapping is a good reward.
Everyday for 10 minutes each day, for one week, train your dog in some place with no distractions, like the kitchen or backyard. Use small treats, like cheap hotdogs sliced as thin as a dime, then cut into fourths. Then simply, clap your hands lightly, and give your dog a treat. Clap once or twice and treat. Repeat for 10 minutes. The next day, the dog will look for a treat everytime you clap. At the end of the weekend, the dog will associate clapping with something wonderful. Now you can clap when the dog does something correctly, then give him a small treat... But don't clap, until he finishes.

I always act like I won the lottery... I say "good potty" and jump up and down and clap lightly. I look like an idiot... but it's my yard so no big deal. Lol.... This taught the dog that going outside was where the praise was, and as a bonus, now I can take her outside and point at the grass and say "go potty" and she gets right down to business.
Bottom line is don't be afraid to make a fool of yourself. They train quickly the more enthusiastic you are. :)

dont do anything ...act completly normal. Just be sure when your puppy goes potty outside that praise includes lots of petting , on the chest and under the chin with alot of verbal "good boy" good dog even a little treat right when they go re-enforces good behavior.

Pet her. Use a hand to give her a treat. A lot of people give the treat and then use both hands to pet the puppy while telling her she's a good dog.

You could always pet the pup on the head as you praise it for pottying outside. Or you could point to the pee or poop and tell him in glowing terms what a GOOD BOY he is.

We just got a new puppy, and whenever he goes potty outside, we give him treats, and praise him. Don't clap because it will scare him. Just pet him, and rub him. Also, say "Good Doggy"
