i need a digtal camera that is no more than $210. what is the best kind?

I'm going to answer guessing that you are looking for a point and shoot camera.
Canon SD1000 can be found for about that price online (such as Newegg.com, Buydig.com, etc.). Canon's also typically have very good image quality. Also nicely built, good handling, and stylish.
Also don't forget to pickup SD cards and maybe an extra battery. Sometimes Newegg.com has deals that also include free SD cards but if not it's relatively inexpensive there.
