If you've never had sex before, and I think you mean the actual act of intercourse, and if you have never received oral sex or had any type of sexual contact, then it cannot be an STD. It might simply be whiteheads, pimples, etc. Especially because in the summer when it is hot, and men and women sweat down there, it is possible.
However, there is more than one reason that could be causing these. You should see a doctor just to get them looked at and put your mind at ease, as well as find a treatment to get rid of them if they are bothersome to you or if they are harmful (based on your doctor's diagnosis).
You'll be ok sweetie, but still check it out. :) Don't listen to anyone here who says it can be an STD. It isn't a possiblity unless you've had some form of sexual contact and there is more than one type.

Yeah you should go see a docter as soon as possible it may be nothing but do it to be on the safe side.And if you have never had sex before it's very unlikley that you would have an std

you can get stds without having sex sorry to tell you this. i would go to the doctors as soon as possible it might be something bad or something little as a rash but either way go to the doctors

i'm top exceeded and that i many times bite on the desirable element of my mouth yet my jaw locked a whilst in the past on that element so I had to start chewing on the left. It felt weird and wonderful. desire this helps!

if you've never had sex it's probably not an STD, but genital warts (what would match your description) can be transmitted by skin-to-skin contact without intercourse or exchange of fluids. if you're really worried, go to a doctor.
