Who says he did not heal lepers isolated away from the rest of the society?
Jesus performed the works recorded and many more that are not recorded.
John 12:37 But though he had done so many miracles before them, yet they believed not on him: KJV
John 21:25 Jesus did many other things as well. If every one of them were written down, I suppose that even the whole world would not have room for the books that would be written. KJV

As far as I know, and I have studied the bible all my life, I have never even heard anything about lepers locked in a cave during Jesus lifetime. At the time Jesus was here I don't think that any society quarantined anyone for any reason because their understanding of medicine was somewhat limited as compared to modern times.

If Jesus did not get the Power from Jesus's Lord , The Super Power, as a miracle to heal, of course he could not do it, because at that time "lepracy medicines" was not found yet. Jesus could only do things special as miracle- which for that any body including Jesus- or whoever it is-, has to get it from the SuperPower, which Jesus called as : Lord or Someone above.
Later on or even BC, mankind, with all and due respect to every religion, find the medicines through researches, or through "coincidence" like quinine(quinine is one example) .

It is interesting that the first sign of leprosy is the loss of feeling or numbness. The people have lost their conscience they do not know that they are sinning anymore and so they slowly rot. When Jesus heals them they regain their sense of what sin is
