The injunction is meant strictly for the state of Israel, since it appears in the Old Testament, and thus can only be applied to them.
It presupposes other 'nation' Gods, or Gods related to other nation-states and civilizations, and thus Gods with different requirements for adoration and/or worship.
To place another God before 'God' is to place their worship and rituals and ideas before the nation of one's birth and linneage, which is why the injunction came into being. In other words, the God of one's ancestors (and the rituals, beliefs, and associations thereof) should come before any obligation thereafter, no matter what penalty may be ascribed to it.

The world God has created is just that. It is relative to call anything by any name. We only perceive things and order them because of language. So, in terms of other gods I can see how it would seem to presuppose such. But, I take it as us being silly and deeming something a god of that it is not. Not God, that is.

Having no other gods before me, dose not just refer to other religions, but to personal posessions, Ex. Having a really nice car and putting all your attention towards that car instead of God, or anything else that you have that you put before God

Anything that you hold higher than God can be an idol (God). If you look at many different translations you will find that this means you will not have any God.. other than...before...or besides me (him). So to answer your question No it does not imply that at all.

Man has historically made "other gods" for himself. Sometimes in the blatant form of golden idols and sometimes in the more subtle forms of money and possessions.

Anything that we put before God in our lives is another god. It can be a car, boat, anything.... if you put it in front of God in your life, it becomes a god.
