I would like to take down my bike and start riding again since I need to exercise. I knew the tires were low, but when I go to put air in them the valve stem goes into the tire. Is it time to replace the tires?

if you haven't ridden in ages, and you need to ask this question about inflation of tires, please consider taking the bike to a shop and get it checked over. Also consider getting a new helmet, some new lights and a yellow hi vis cycle cape. then you'll be confident that: Your bike will get you there, and, you can be seen, and, your head will be safe if it all goes wrong. Seriously - you're at risk when restarting your cycling, and owe it to yourself to seek out professional cycling help. Good on ya for asking - hope this helps. Enjoy!!

not necessarily, it means there is NO air in them. chances are if the tubes are real old, they have gotten a little leaky. what i do is pull the stem out as far as you can and put a small electricians cable tie around the stem. this holds the stem out and in place which makes inflation easier when the tube is empty. happy trails

It means that probably you should need to buy new tubes, which are cheaper than tires. Also buy the tire levers, which you use to remove the tire from the rim.
