First, be calm.
You have to make sure the baby is not being dragged around or it could rip it's belly. The placenta is at the other end of the cord. if it is all out, and baby is not attached to mom anymore, then you can calmly cut the cord with some clean scissors. If the placenta is still inside, gently, but firmly ease it out of the mom, but be very careful not to tear the kitten's belly. if you can't do it safely, cut the cord, and try to keep track of whether the placenta comes out on it's own. (Each kitten has a placenta attached, and the all have to come out or she will get an infection. )
The most important thing to do is not panic! As long as the kitten is not being dragged around, it is okay for it to remain attached until mom gets the hang of things.
The only thing you need to be quick about is getting the kittens out of the sac that they are born in IMMEDIATELY if mom is not doing it, or they will suffocate. the other things are important, but do not have to be done at the exact second the kittens come out. Help keep her calm and her maternal instincts will hopefully kick in.

Tie the cord with thick thread about 1 inch from the kittens belly, then cut off the other side of thread where the placenta is attached. Should be fine.

Get some very sharp scissors, wipe them with alcohol. Grab a kitten and cut the cord leaving about an inch and a half on the kitten.
Mommy will do the rest for herself. Unless she knows there is something wrong with the kitten. It is natures way of taking care of itself. You may have to watch her for a few days to be sure she is going to do her mamma job.

It is said if the cat doesnt do it on its own, you must clamp it (like humans) and cut it yourself with something clean and sterile.

the mom should bit the cort but if she don't you need to and then put iodine on it or alcohol
