we are going to be in a wedding and my little sister and brother are going to ride in it they are 2years-11 months old so do they have to have a car seat?.......are there seat bealts?

IF the seat at the door opening, where the seat faces the front of the vehicle, has seatbelts, you HAVE to have those kids in carseats...no questions. You cannot have them on the sides of the limo or in the seat that faces the back of the limo. The carseat manufacturer's do not allow that. They were never crash tested like that so who know if the seats will even hold up if they are on the side seats or the seat facing the rear of the limo.
If it were my kids, I would just follow in my own vehicle that already had their carseats installed. There was something on the news not too long ago about a wedding party on their way to the wedding that had children. A drunk driver hit them, and killed several family members, including children. I wouldn't risk it whatsoever.

Actually, the limo i was in didn't. Or maybe they where just tucked under the seat.....but i strictly remember trying to find the seat belts. I really don't think the limo i was in had em!

No Limos do not have seat belts in the back.
They fall under the same classification as buses.

Yeah they have seatbelts. I'm pretty sure the only roadworthy vehicle that doesn't use seatbelts are school buses, but they're big enough to take a hit from pretty much anything anyway.
