No. The US does not have the option that most European countries have of refunding tax to tourists. Sales tax in the US is a state responsibility and there are no refunds to tourists. There is no US sales tax.

They don't. It is not possible. Also, there is no "US sales tax". Individual states in the U.S. have sales taxes; the U.S. as a whole does not. And the state sales taxes are only refunded if the buyers return what they bought to get a full refund of the purchase price. The sales tax is never refunded by itself (unless the merchant made a mistake and collected sales tax on a purchase of something that is not supposed to be taxed). Citizenship has absolutely nothing to do with sales tax in the U.S. The sales tax is never refunded because of a person's citizenship status.

Only if the item is shipped directly out of the country by the vendor. If you take posession even just to ship it, the tax must be paid. The US doesn't have a tax refund scheme like many country's VAT refund for visitors and tourists.

Yes, but its better to ask the retailer for a tax exemption at the point of sale. The State you are doing business in possibly provides them via internet. They are related to "Use Tax" so look under that.

Yes, as long as you never took possession of the property before it was shipped out of the country. Once you take possession of the item, the state has first crack at the tax.
