Say your wading out into a river... you wade out and fall into water that is over your head.

How would you feel about that? Would you feel slightly overwhelmed?

Being in over your head usually means that the task is too big for you to handle; essentially that it is overwhelming.

I'm in over my head means that you've taken on a task, job, assignment, that is way beyond what you can handle. It's too much for one person to do alone, or just too much for someone that's never done it before. I hope this helped you.

being "in over your head" is an illusion to being in water deeper than you are tall. It's hard work to keep your "head above water"
sometimes it's not even possible because you don't have the skills needed, eg: treading water?
