It's a disease or something? should I take him to the vet? I saw him doing that since yesterday

He is taking his tongue out like a snake, not opening the mouth.

I'm editing my response, I've done some research.
I know exactly what you're talking about and I think I've found some info.
I found a link about it that says it's a calming signal.

It could also be that her nose is dry, and so she's trying to make it moist again.
The one that makes the most sense to me is from this link though:
http://www.humanesocietyyukon.ca/Education/dogsays.html
It says:
"Tongue-Flicking
Dogs who repeatedly flick their tongue up to lick their nose are invariably uneasy, says Judy Iby, a registered veterinary technician in Milford, Ohio, and author of The New Owner's Guide to Cocker Spaniels. They often do this when they're assessing a new situation, debating whether or not to approach a stranger, or concentrating extra hard, such as during an obedience session, she says."
I hope you figure out why your dog's doing it. I don't think it deserves a visit to the vet, though. Maybe you could call your vet and ask them what they think of it?

Cause he is warm, and when they pant they take their tongue out. Give him more to drink, give him a place to get out of the hot sun.. Don't let him run and play too hard in the heat of the day.

The only way dogs can release excess body heat is through their mouth and paws. That's why you see your dog pant a lot. Dogs do not have sweat glands.

is he panting? give him lots of fresh water and something like a rawhide chew or a favorite toy to play with. maybe it is his breed? if it is persistent contact a website for some information or your vet and maybe you will find out why he does this best of luck with your search.
