Its broken through the fence when ive luckly not been there. Its really got an angry bark, i dont know what to do
I have tried talking to the owner and they didnt make anything of it.
Does anyone have any ideas? how can i defend myself if it does get through?
Please help!

Since you have already made your neighbors aware of the problemand they haven't done anything to control their dog, contact the authorities. You don't want to take the chance of having yourself or a visitor to your home injured. The dog might only be "fence agressive", but you can't take chances! Until something is done, I would arm myself with pepper spray - and use it if I felt at all threatened.

generally dogs just bark. however do not run if it ever does get through. you may want to carry a bottle of mace or something called direct stop. just remember that you likely outweigh the dog. call the local animal control...they may at least force the owner to properly restrain it.
i have had, while i was walking one of the greyhounds i work with, a dog break his chain, come flying out of the back yard, charging towards me and the greyhound, and stop just short, hackles raised. what did i do? i a calm serious voice told him to back off. and i waited calmly for his dumb owners to come outside and restrain him. he just sniffed the greyhound (whose was nonplussed) and backed up to bark at me.
just don't panic and be calm. of course every situation is different, but in most fatal dog attacks the victim seems to have been trying to run away. bad idea.

Just be careful not to stare this dog down, he will take this as a challenge. Don't smile at him either because to him you are just baring your teeth and that too is aggression.

If it just barks, then ignore it. If it goes for people, talk to yyour neighbors. If they ignore you, you can talk to some neighborhood people, like a civic association.

File a police report.
