I'm trying to find photo editing software that will let me make avatars?

My photobucket account just doesn't get them small enough for some of the forums that I'm on. Does anyone know of a good program ?

I just tried GIMP, and my computer won't let it download for some reason. The website said the service pack 2, needs some special download to allow it to download........
Too much trouble.
