If you don't want to spend any money, then you'll want to download gimp. It's free, and is a great program I was surprised by what such a free program could do.
I'm used to the features of Adobe Photoshop, and there were some that gimp did not have available that I couldn't live without. If i didn't know they existed, then maybe gimp would have been better for me.
