Start watching English-speaking TV. TV from (UK, USA, Canada, Australia, NZ, etc.). Don't be shy to speak English, b/c if you are you'll never get better.

I am learning Hebrew and I find that reading is a good way to learn vocabulary. I work with a lot of young men from India in America, and as a native English speaker, I can tell you that you should not be embarrassed that you don't speak perfectly. Most people think it is great that someone is learning their language and will make the effort to understand you. From my experience, the young men I work with are shy about their English, and the hardest thing for us is that they almost whisper. Speak up, let your personality shine through, talk with everyone (even if you aren't perfect) and your English will quickly get better.

Hello,
A good way to get better in any language is to surround yourself with those things that are in that language.
example: Video games, Movies (DVD) Radios, Music, books (many are free online) read technical literature in English for your work to familiarize yourself with terms used.
I used a very good site called starfall at this site http://www.starfall.com/ and the great part was it is free and has audio to hear the words.
Good Luck and if you join a community group in your area that speaks English donate time to it perhaps to learn the language.

Watch English films, preferably older ones with less slang, English television, and English books and look up the words you do not understand. Although, the absolute best and quickest way, for speech, would be to surround yourself with English-speakers and interact. So you'll have to get over your shyness.

The very best thing would be to immerse yourself in an area with English speakers and talk with them. Watching English Television should help a lot as well, try responding to things said on the Television program in english.
