Onemodelplace isn't a scam, it's currently the largest online modeling site in the world. And it's membership runs the entire range, from commerical to fashion to adult.
Unfortunately being the biggest means it has more of everything, so in addition to industry professionals and serious amateurs, there are plenty of unscrupulous individuals who aren't photographers, and so-called agencies who try to rip off prospective models by charging them for photos. When total membership numbers in the hundreds of thousands (as OMP does) then even a small percentage of that number is a lot of bad apples, in real-world terms.
The major benefit of sites like OMP and Model Mayhem is simply providing models a place for online portfolios so they can be seen. Just be certain to indicate clearly which types of modeling you're available for, and which you aren't.
If you're considering working with individuals or companies from OMP- check their references, most importantly other models! See what others who've worked with them have to say. In the photography biz, bad reputations travel fast. If other models complain about unprofessional conduct or not receiving prints/payment on time, then look elsewhere. And if you do accept a job, always bring a friend or relative along for security puposes.
The biggest downside to OMP from a model's perspective is probably the high percentage of people who aren't offering paying jobs, but looking for TFP or TFCD trades.
There's not much point in avoiding sites simply because porn producers utilize them, too. If a website is popular, they will be there. Those people don't care what the profiles say, their business model is just like telemarketers who do cold-calling. They offer jobs to as many good-looking women as they can find anywhere and everywhere- online, in grocery stores, at sporting events- so you really just have to treat the porn offers as junk mail.
I'll defer to others on the best way to get signed by an agency, but typically you need something of a portfolio first.
Also, check out the links below as possible alternatives to OMP, or simply as additonal resources.
Finally, I highly recommend the book "Doing the Right Thing" by Missy Loewe- it's the best book for beginning models I've seen in the past 10 years- especially regarding the business side of things like model releases, agents etc. Unfortunately it appears to be out of stock at Amazon.com. Check your local used bookstores!

I wouldn't recommend using that site.
I had an ex-girlfriend who was trying to become a model by using that site. She was contacted by a lot of photographers. A few of them were legitimate, but the vast majority were trying to talk her into doing porn.
There is the possibility of getting in contact with legitimate agencies and photographers from that site, but the odds are low.
I don't know much about modeling, so I can't offer you alternatives, but I would not recommend using onemodelplace.com.

Is this a porn site? My protection software thinks it is.
I did not visit the site, but I looked up the address.
They do have a business license, but it is not a modeling agency, the license is for web site hosting. They have registered One Place Modeling as one of their trade names. They have no connection at all to teh modeling industry. Without visiting the site I will assume they are charging you to display yourself on the site? If so you are wasting your money.
The Better Business Bureau does not rate them well:
"Based on BBB files, this company has an unsatisfactory record with the Bureau due to a failure to respond to complaints. "
